Freezing of New and Unbudgeted Employment into the Public Sector re-surface

In a tweet by the National Communication Officer of the NDC, Sammy Gyamfi  writes;

‘This is the proof that the net hiring freeze on public sector employment policy, was introduced in the year 2008 by the NPP/Kuffuor government, to check uncoordinated and indiscriminate recruitments by MDAs and other public institutions without clearance from the finance Ministry’.

The letter which was dated 10th July, 2008 Reads,

Freezing of New and Unbudgeted Employment into the Public Sector

As part of measures to control the wage bill to ensure efficient management of public expenditures, it has been decided that all Ministries, Departments and Agencies (MDAs) should freeze the recruitment of new staff whose  salaries were not budgeted for in the 2008 budget estimates.

The total staff strength Captured in the 2008 budget estimates  will serve as a base for each MDAs recruitment adjustments in 2009.

The Ghana Education Service is to operate within the 2008 budget allocation at the fixed staff strength of 245,000 and only seek Financial clearance to recruit in the case of  replacement of staff.

The Ministry of Finance and Economic Planning will not be Obliged to make payments of personal emoluments beyond  the budget staff strength, after approval.

Please note that appropriate restirctive controls and sanctions will be applied to Heads of MDAs who recruit new staff outside the Policy.

Management of personal Emoluments is taken very seriously, and, all Institutions list on the consolidated Fund are required to comply appropriately.
