    The Zambia Union of Nurses Organisation (ZUNO) has successfully concluded negotiations with the Government of the Republic of Zambia through the Public Service Management Division (PSMD). This negotiation resulted in a significant increment of Five Hundred and Fifty Kwacha (K550) to the basic salary for ZUNO members in the public service, effective from January 1, 2024.

    Additionally, the rate of transport allowance has been increased from 15% to 20% of the basic salary, and the meal allowance has been adjusted upwards to One Hundred and Thirty Kwacha (K130) from One Hundred Kwacha (K100) per day. Other allowances will remain at their current rates for the year 2024.

    The enhancement of the basic salary will impact various salary-related allowances, including housing, transport, infectious healthcare risk, health personnel shift differential, commuted night duty, and rural & remote allowances.

    The memorandum assures members that matters related to staff upgrades, promotions, and outstanding personal emoluments are being progressively addressed administratively. While the formal signing of the Collective Agreement is pending, the union emphasizes that a program of activities will be circulated soon to explain the details of the agreement for the year 2024, including the percentage impact on each salary scale and all allowances.

    Furthermore, ZUNO collaborated with other Health Sector Unions, including the Health Workers Union of Zambia (HWUZ), Zambia National Union of Health and Allied Workers (ZNUHAW), United Health and Allied Workers Union of Zambia (UHAWUZ), and the Zambia Union of Pharmacy Professionals (ZUPP) during negotiations.

    The memorandum concludes with gratitude for the support received in working towards improving the conditions of service for nurses and midwives, aiming to benefit the entire profession.

    Salary increment in Zambia 2024

    We understand that there might be some confusion regarding the recent document on the salary increment, and we want to simplify the information for better clarity.

    In essence, the announced K550 increment will be added solely to your basic salary. Additionally, there are positive adjustments to other allowances, such as transport and housing allowances. Allow me to break it down further with a practical example for Salary Scale G:

    1. Transport Allowance:
      • In 2023, if your transport allowance was K858.2, in 2024 it will be increased to K1,254.
    2. Housing Allowance:
      • If your housing allowance in 2023 was K1,144, in 2024 it will be adjusted to K1,254.

    To simplify, individuals in Salary Scales E, F, G, H, and I stand to gain approximately K1000+, while those in A, B, C, and D will see an increase of about 900+.

    The comprehensive salary increment for 2024 amounts to K1,366.07. This sum is derived from the proposed 20% increment, totaling K1,066.07. Additionally, there is a noteworthy adjustment in the Pay As You Earn (PAYE) relief threshold for 2024, which increases from K4,800 to K5,100, resulting in a gain of K300.

    In total, the salary increment for the year 2024 is K1,366.07. While we acknowledge that it might not be everything we hoped for, it is certainly a positive step forward.     Surprisingly when you ask some people how much their salary is, they mention their Gross Salary on the payslip rather than their net Salary.

    Gross Salary Meaning; is the amount of money you earn thus your total earnings before any kind of deductions.

    So if all the work you did at the end of the month you are paid 5000, the 5000 is the Gross Salary, it is the total earnings, but you know, you can’t take all the 5000 home, hence, the government might take their income tax your social security might make some deductions, you may have some union contributions, that will also be deducted and if you have a loan the repayment percentage will also be deducted.

    It is after these deductions that you take the remaining money home thus your net salary commonly referred to as your Take Home.

    You will be disappointed when you are recruited and you refer to the gross salary to make your plans.

    Always check for the Net Salary, which is the Money paid to your Bank, and check your payslip to confirm the Amount sent to your Bank.

    Don’t be deceived by Employers, they want you to feel the salary they are mentioning is huge hence they will prefer mentioning your annual Gross salary and Monthly Gross Salary than your net salary.

    Always Clarify from them if they mean the Net salary or the Gross salary, don’t assume they should be telling you about your take home.

    About the ESPV salary validation

    Employees are paid by the CAGD only after both Heads of Management Units and Human Resource (HR) officers defined on the E-SPV system validate the salaries of employees for the month.

    If Heads of Management Units and HR officers do not validate the salaries of employees working under those Management Units the employees would not be paid by the system.

    The validation of salaries by Heads of Management Units is a requirement for payment of salaries under Regulation 304 of the Financial Administration Regulation, 2004 (LI 1803)

    It has been decided that the CAGD will publish the list of Management Units whose employees’ salaries were not paid because of non-validation by the heads of Management Units and HR officers on the CAGD website at

    Heads of Departments and employees are encouraged to visit the CAGD website in case they have issues with non-validation of their salaries for more details.

    Change of Management Unit

    When you change the management Unit, the Old management unit will validate you for some time until your details appear on the New Management Unit’s ESPV System to validate you.

    If the Old Management Unit does not Validate you, you won’t be paid for the Month. It is very important to alert Both Validators to validate you or as a missing Person.
