DECISIONS MADE BY THE NATIONAL EXECUTIVE AT ITS MEETING HELD ON

21ST APRIL, 2023 AT THE COCONUT GROVE HOTEL, ACCRA
1. The leadership of the Ghana National of Teachers, GNAT, congratulates the Regions, Districts
and Locals for organizing the 2023 Local Conferences successfully.
2. The Association notes its awareness of the release of funds by the Ministry of Finance for
the payment of maintenance allowance to GES Staff who applied for it.
3. The Association stands by the 31st May 2023 deadline given by the Teacher Unions for
the supply of the remaining laptops to teachers, under the One Teacher-One Laptop
scheme.
4. The Association hereby draws the attention of the MOE/GES to the fact that Teachers have
not been reimbursed the GHC44.55 pesewas difference in the cost of the Laptop supplied
under the One Teacher-One Laptop scheme as directed by the President of the Republic.
The Association thus entreats the MOE/GES to reimburse Teachers, the said GHC44.55
pesewas.

5. The Association still draws the attention of the Ministry of Education/Ghana Education
Service to the fact that the Statutory grants and other funds for the running of the
Metropolitan, Municipal and District Directorates of Education continue to be in arrears
since 2021. The Association therefore calls for expeditious action on this:
the sorry situation, to enable the Directorates to run effectively forthwith.
6. The Association notes again, that the Capitation Grants to run the basic schools (the Special
Schools inclusive) have been in arrears for over two (2) years, thus making the running of the schools very difficult. The Association therefore calls on the Ministry of Education/Ghana Education Service to expedite action and have the said arrears paid, to facilitate the smooth running of the schools.

7. The Association further draws the attention of the Ministry of Education/Ghana Education
Service to the fact that logistics such as textbooks, registers, teachers’ notebooks, and
others, are still not being supplied timeously and adequately, thus making teaching and
learning in the schools very difficult, hence calls on the Ministry of Education/ Ghana Education Service to rectify the situation with the required immediacy, to create the required healthy teaching and learning environment in the schools.

8. The Association again notes, that the recurrent fees, money for the purchase of perishables and
other funds to run the schools are in arrears; the supply of school uniforms is either in arrears
or not supplied on time, with the supply of food and other consumables also in arrears or
not done on time, thus making the running of the Kindergarten, Primary, Junior High,
Senior High and the TVET Schools are very challenging.
The Association hence calls on the Ministry of Education/Ghana Education Service to rectify the anomaly and to create the required conducive teaching and learning environment in the schools.
9. The Association again, cautions Heads of Schools/Institutions not to prefinance the
running of their Schools/ Institutions from their resources, given the many queries
they are subjected to by Auditors when it comes to recouping such resources and the sanctions which sometimes follow.
10. The Association hereby draws the attention of the MOE/GES to the fact that Teachers
who supervised/invigilated the 2022 National Standardised Test (NST) for Primary 2 and
Primary 4 have not been paid their allowances, thus calls on the MOE/GES to, as a matter
of urgency, ensure these teachers are paid.
11. The Association further notes the congestion in most schools, coupled with the
infrastructural deficits length of time spent in the schools, and the running of the double
track, and hereby calls for an urgent roadmap to end the double-track system as soon as
practicable, to ameliorate the sufferings of both teachers and learners.
12. The Association again entreats the Ghana Education Service to embody the inputs/views
of the Teacher Unions in the Code of Conduct document it is developing for learners in the
school.

13. The Association hereby informs members, that:
a. The processes for the Negotiation of a new Collective Agreement for the staff of the
Ghana Education to replace the current one which expires in August 2023, has started.
b. An Inter-Agency Committee has been constituted to look into the progression from
Junior High School to Senior High School under the Common Core Programme.
c. The Sweden Ghana Medical Centre (SGMC) is doing well and continues to attend to
and treat patients as expected.
d. Teachers Fund is on top of the concerns of members and assures the rank and file that
measures are being put in place to redress all such concerns.
e. The GNAT Tier-Three Provident Fund Scheme is doing very well, thus members are
encouraged to enrol on it and take advantage of the tax exemption.

f. Work on the GNAT Institute for Research and Industrial Relations Studies (GNAT-
IRIRS), Abankro, near Ejisu, in the Ashanti Region, is progressing steadily.
g. The Teacher Unions are in discussions with the National Teaching Council (NTC) on
the modalities for the renewal of the teacher licence.
