Sorry No E-Levy Refund for Anyone- Just like the others

I am sorry to bring bad news to all those expecting refunds from the botched implementation of the unconstitutional E-Levy.

According to the MP, Hon.  Samuel Okudzeto Ablakwa,

Finance Minister Ken Ofori-Atta has been exposed in the 2019 Auditor-General Report on the Public Accounts of Ghana for issuing illegal instructions to GRA to divert funds intended for tax refunds contrary to Section 69 of the Revenue Administration Act, 2016 (Act
915).

“With this Finance Minister/GRA dubious track record, we can only pray for those expecting E-Levy refunds”

139. Section 69 of the Revenue Administration Act,2016 (Act 915) states that, the Minister shall set aside an amount not more than six percent of the total revenue collected under this Act and any other enactment administered by the commissioner-General, in an account designated as the ” Ghana Revenue Authority General refund Account” from which refunds due under this Act: and refunds due any other tax law shall be paid by the commissioner-General.

140. Contrary to the above provision, we noted from the review of tax refund records that, a total of Ghc 193, 277, 758.03 was used in settling payments other than for tax refund,
