Matters Arising as some Heads Override Directors’ Disbursement Policy.

Information reaching seekersnewsgh indicates unhappy happenings in some Senior High Schools / SHTS over the sharing of the intervention Cash.

We have received a series of Calls to find out if the Directors Disbursement Policy has been overridden by Heads of Schools.

The previous disbursement met a whole lot of issues which the Director General of Education Dr. Eric Nkansah and His team tried so hard to avoid this time around.

This year, the GES specifically gave modalities for sharing of the intervention cash to avoid problems.

All Schools were to submit the list of teachers and the amount each teacher is receiving per the modalities given before the money is released into the school’s Account.

From the information reaching seekersnewsgh most Schools obliged by submitting the list to DOG, however, they override this Statement,

For the avoidance of doubt, the school management refers to the Head, Assistant, Senior House Master /Mistress, and Accountant.

After Some taking it from the Management level, they added themselves to Teaching Staff to Claim again.

This brought fights in some schools

What are you talking about, aren’t they teachers? Who supervises the school? When you go on break do they go on break? Do you know 5% of the total amount that they have been given?

Those who talk too much like you are those who don’t do anything in the school but fight over money, don’t think assistant heads get anything special money for being assistant heads”

You take 5%of the total sum and still share the teacher’s portion? This is so wicked.
Even the non-teaching staff take more than the teaching staff.

This intervention either pays into our account or they stop paying because some heads are cheating teachers.

Not Given 

Some were also not given some of the money because they had transferred to the schools recently.

They want to know if they have to go to their former school for the money.

”Some of us do not get the money, because they claimed we are not part, since we came only year hmmm”

Background

The Ghana Education Service has asked all SHS Schools that took part in the intervention, to submit data on disbursement to receive Funds.

Your school may not have the Funds in the Account because they are to submit a template of disbursement before funds are released.

This is necessary as the criteria used by some schools in the previous disbursement may have caused some problems.

To make the disbursement transparent and fair, the Ghana Education Service has given various guidelines for disbursement. Percentage share to each officer and clarifications.

The schools are to set up committees to draw the disbursement plan including a template indicating how much each member is to receive, submit the template to the Head and Accountant for endorsement then finally submit it to the Director General to enable the school to receive the Funds.

The letter reads

The management of Ghana Education Service has received academic intervention funds to be transferred to schools. The amount of money to be received by each school is attached please find below the guidelines to be followed in sharing the funds among staff.

Management of day schools/ Boarding Schools are to receive  5% of the Fund.

Teaching staff for day schools are to receive  75%  and   70% for staff in Boarding schools.

Non-teaching  Staff for day schools are to receive 20%  and those in Boarding schools are to receive  25%.

For the avoidance of doubt, the school management refers to the Head, Assistant, Senior House Master /Mistress, and Accountant.

Please note special attention should be given to the kitchen staff.

Under no circumstances should any staff benefits from more than one category

Refer to the chief accountant of GES, Headquarters, if the above distribution reaches compromise equity and fairness.

Each cost centre manager must set up a committee to share the amount to be received indicating the amount each staff is allocated and forward the same to the Director-General through naathom@gmail.com before the funds are transferred to the schools.

Your school is to submit disbursement data to the Director General before funds are released.
