Equatorial Guinea’s Vice President, Teodoro Mangue, has promised to take “severe action” against officials engaging in sexual activities in their offices following the viral spread of “sex tapes” involving a high-ranking civil servant and the wives of several prominent individuals.

THE ARREST

“Today, we are proceeding with the immediate suspension of all officials involved in sexual relations within the country’s ministry offices,” the vice president announced on his X (formerly Twitter) page on Monday.

Mangue added that the government will take strict measures, as such actions violate the code of conduct and the country’s public ethics law.

WHAT HAPPENED WATCH

The controversy began after explicit videos circulated online, following the unrelated arrest of Baltasar Engonga, the Director-General of the National Financial Investigation Agency, on corruption charges. Mangue has since instructed regulators and internet service providers to block the spread of these videos.

The Attorney General stated that while the interactions in the videos were consensual, Engonga could still face prosecution for “public health crimes” if he has any sexually transmitted infections.

“This action marks a decisive step in our zero-tolerance policy toward behavior that undermines public service integrity,” Mangue stated. “Ethics and respect are fundamental to our administration, and we will not allow irresponsible behavior to compromise public trust. Responsibility and professionalism must be the pillars of our work as public servants.”

The vice president has now banned government officials from engaging in sexual activities within their offices, urging them to stay focused on their duties and the country’s development. He clarified that existing laws already prohibit such conduct and that officials who break this rule will face sanctions and possible dismissal.

“In light of the recent misuse seen on Equatorial Guinea’s social networks, and as a reminder that ministries exist solely for administrative work that supports national development, sexual relations are forbidden in these offices,” he said. “Control measures are in place, and any further breaches of this rule will lead to disciplinary proceedings and termination of employment.”

Mangue also announced plans to install surveillance cameras in state office spaces and urged all officials to follow the law and avoid illegal behavior. He warned that anyone caught engaging in sexual activities in government offices will face serious consequences.

“The government will soon implement surveillance cameras across all State offices,” he said. “This measure is to ensure compliance with the law by officials and to eradicate any inappropriate and unlawful behavior. We will not tolerate misconduct that damages the integrity of our administration, and those involved in such practices will face harsh penalties.”
