GHANA EDUCATION SERVICE SKILLS ASSESSMENT – 2024
The Ghana Education Service (GES) has embarked on a journey to design a strategically aligned
Service and Workforce for delivering primary and secondary education at all levels of the
Education Service.
This is being carried out through the Ghana Education Service Workforce
Initiative (GESWI) with support from and PricewaterhouseCoopers (Ghana) LTD (PwC) and
sponsorship from the Mastercard Foundation.
A key component of the project is the Strategic Workforce Planning (SWP) which includes a Skills
Assessment of all employees within the Service.
The purpose of the Skills Assessment is to obtain data which would serve as input for staff capacity
development initiatives.
It should be noted that this process is not a performance assessment
activity.
The output and benefits of this Skills Assessment are focused, primarily, on improving
staff capacity and justifying support for career and skills development initiatives.
It is therefore expected that participants will complete the Skills Assessment honestly and accurately.
The Skills Assessment Survey commences on Monday, 15th and ends on Sunday, 21st April 2024.
All staff at the GES Headquarters and Regional Offices, and purposeful sample of staff from the
District and School Levels will participate in the Survey.
The type of Skills Assessment Tool that will be deployed is called a 180-Degree Assessment. This essentially means that employees will complete a self-assessment of their proficiency levels across various skill competencies on one hand, and the Supervisors (Line Managers) will also complete the skills assessment for their direct reports (subordinates).
In addition to the self-assessment, all Line Managers (Supervisors) will be required to assess the
proficiency levels of their direct (subordinates).
On Monday, 15th April 2024, participants will receive an email notification containing a
survey link for their individual assessments. Supervisors will also receive a link for their
individual assessments, and additional email with survey link to assess their direct reports.
The following should be noted when completing the Survey.
• The Survey E-mail will contain the definitions of the competencies and the proficiency
levels that participants will use to rate each competency.
Participants will need to navigate to their respective function and sub-function for the competency definitions relating to their area. If participants are not sure of their function and sub-function, they should refer to the list of divisions and functions per the new organizational structure or speak to their Director.
• Participants are to reference back to the Competency Definitions attached, when completing
the assessment, as this will help guide them in accurately selecting their proficiency levels
within the assessment.
• Participants are not to forward the individual link they receive to their colleagues, as that
link is specific to them.
• The Assessment takes a maximum time of 15-20 minutes to complete.

Lastly, it is being reiterated that the Skills Assessment is mandatory for all employees who are
selected across the Service.
Participants are strongly encouraged to prioritise the completion of this
survey as it is a critical aspect of the Service’s efforts to build capacity for improved teaching and
learning delivery.
