Ghost Name Cleanse: Public Sector No-Show on Day 1 of No Ghana Card,

The launch of the 10-day registration window, targeted at public sector employees without a Ghana Card, experienced unexpectedly low participation, sparking alarm.

Structured in two stages for First-Time Applicants aged 15 and above, along with Public Sector Workers, the process necessitates employees to obtain approval from supervisors for registration if engaged in work duties.

This registration window, scheduled from August 28 to September 8, 2023, commenced by focusing on Public Sector Workers. However, our observations at District and Regional Centers revealed scant engagement from these workers, reflecting marginal interest.

Aspiring registrants must meet mandatory registration criteria and submit pay slips from July 2023.

In October 2021, the Controller and Accountant General’s Department (CAGD) mandated that all public sector employees acquire a Ghana Card by December 2021 to ensure uninterrupted salary disbursement.

This directive, designed to streamline systems and synchronize financial compensation via the card, encountered resistance from worker unions, leading to its eventual retraction by CAGD. Subsequently, the names of public sector workers were migrated from the existing CAGD database to the NIA database.

In the subsequent year, a collaborative biometric audit conducted by CAGD and the NIA unveiled disparities in data between the two entities. Out of the 601,000 assessed public sector workers, data for 148,060 individuals did not align with NIA records. Additionally, 533 individuals were found to possess multiple identities.

At the regional level, NIA officials reported a gradual trickle of applicants with sparse attendance. Foster Okyere Darko, the Greater Accra Regional NIA Registration Officer, affirmed that although the 34 District Offices encountered no major hurdles, overall engagement remained lackluster.

Mr. Darko emphasized the prevailing calmness but acknowledged that as of 3 pm, no applicants had successfully registered at the Regional Office.
