Some members of the National Democratic Congress (NDC) in Ghana are calling for the immediate resignation of the Controller and Accountant General, Kwasi Kwaning-Bosompem. This demand arises from Kwaning-Bosompem’s decision to contest the New Patriotic Party’s Akim Swedru Constituency Parliamentary Primaries while still holding his government position. The incumbent MP, Kennedy Nyarko Osei, is being challenged by Kwaning-Bosompem for the Akim Swedru seat.
Despite calls for his resignation, Kwaning-Bosompem remains in office, prompting criticism from NDC MPs. They argue that it is unacceptable for the Controller and Accountant General to be actively involved in partisan politics while holding a crucial financial position in the government. Some NDC MPs emphasize the need for Kwaning-Bosompem to resign and be investigated by the Office of the Special Prosecutor, citing wild allegations regarding his conduct.
Legal experts, including private legal practitioner Martin Kpebu, support the calls for resignation based on constitutional grounds. They point to Article 94(3), which prohibits certain officeholders, including civil servants, from contesting for the seat of Member of Parliament. Kpebu argues that Kwaning-Bosompem’s overt political activities, such as campaigning and forming a campaign team, violate the constitution, and he should resign immediately.
The legal practitioner clarifies that the Controller and Accountant General, as part of the Ministry of Finance, falls under the civil service, and therefore, the constitutional restrictions apply. The debate revolves around whether Kwaning-Bosompem’s actions constitute overt political activities that warrant his resignation, with critics insisting that his engagement in partisan politics while holding a government position is untenable.
Putting Delegates on Gov Payroll Allegations
The Controller and Accountant-General, Kwasi Kwaning-Bosompem, refutes allegations made by MP Edward Bawa that he put delegates from the Akim Swedru Constituency on salary for the past two years in preparation for contesting as the MP. Bawa claimed on TV3’s Big Issues that the delegates openly confirmed this on air, expressing concern over the lack of action from the Office of the Special Prosecutor (OSP). Kwaning-Bosompem, denying the accusations, states that they are false and baseless, undermining the integrity of the Controller and Accountant-General Department. He emphasizes the complexity of the government’s payroll system and invites independent investigations to restore his reputation and the department’s integrity.
