This role will sit within the Procurement Team in the Major Projects Directorate. The Directorate is responsible for the delivery of a number of major roads projects, the majority of which are high value/high risk, as well as the provision of procurement advice across the agency.

Procurement is not undertaken by a central procurement department in Transport Scotland, but is instead carried out in a decentralised manner by staff with appropriate skills and expertise who are members of project teams.

Therefore, the Procurement Team in the Major Projects Directorate has an essential role to play in supporting sustainable procurement across all of Transport Scotland’s operational and policy areas. The Procurement Team provides advice, training and support to project teams throughout all nine Transport Scotland Directorates, as well as ensuring that the agency’s procurement policies and procedures are in line with Scottish Government policy and relevant legislation.

The Scottish Fiscal Commission is a small friendly organisation of 27 staff and four Commissioners. We produce the independent economic and fiscal forecasts that the Scottish Government uses to set its budget and we explain their implications for public funding in Scotland.

We have an exciting opportunity to become a permanent analytical member of our Senior Management Team. You will gain experience in a high-profile senior leadership role in an independent organisation. You will oversee our forecasts of social security spending and devolved tax revenue.

These are published in two reports each year that accompany the Scottish Government’s Budget and Medium Term Financial Strategy (MTFS). You can see our report from last year’s Budget here, and our report from the recent MTFS here.

You will explain the forecasts at public events and support our Commissioners at Parliamentary Committees. You will lead the two teams of 5 and 6 analysts respectively who produce the tax and social security forecasts.

The expertise and collaborative working of these teams are essential to produce the high quality analysis that the Scottish Parliament and Government rely on. eCommerce and MI Project Manager

The eCommerce function in the Procurement Development and Construction Reform Division is leading a project to deliver a Procurement Management Information Platform drawing together data from multiple existing e-commerce systems.

The solution takes source data from existing systems into a data store before carrying out a transformation process to link the information together and enhancing it using data from trusted 3rd party suppliers.

The data will be moved to a transformed data store/warehouse before being made available via a number of options such as BI tools, dashboards and static reports. Procurement Services Division not only provides procurement support for all of the procurement activities within SG, but it also oversees all procurement activities for the wider Central Government (CG) sector.

We are at the heart of improving procurement capability with particular emphasis in Scottish Government and the Central Government sector as well as influencing the national programme. The Division is part of the Scottish Procurement & Property Directorate.

Within the above division the CGPSS Team procures a wide range of goods and services for Central Government public sector organisations. The team’s role is to ensure compliance with the procurement regulations and drive the realisation of identifiable savings and benefits for Central Government partners, and will also contribute to the wider government economic agenda including improving business for SMEs, Equality awareness and delivering the Sustainability agenda. This will be achieved through the deployment of innovative sourcing techniques and ongoing procurement and supplier management methods. The post holders will report to a Portfolio Manager.

The post holders may have line management responsibility of a Procurement Portfolio Specialist. The posts will be based in Glasgow or Edinburgh. Occasional travel may be required out with Glasgow or Edinburgh. Procurement Pay Supplement The posts attract a procurement pay supplement, currently £3,250, subject to minimum eligibility criteria which includes a minimum of 3 years’ experience in a procurement or commercial role, 1 year at this level and a commitment to continual professional development (CPD). Pay supplements are discretionary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review and affordability.

Diary Secretary to the Lord Advocate

The Scottish Law Officers are the Lord Advocate and the Solicitor General for Scotland. The Lord Advocate is a Minister in the Scottish Government and has a range of functions associated with the maintenance of the rule of law and the proper administration of justice.

The main components of the Lord Advocate’s role are

: • head of the systems of criminal prosecution and investigation of deaths •

principal legal adviser to the Scottish Government

• representing the Scottish Government in civil proceedings

• representing the public interest in a range of statutory and common law civil and constitutional functions.

The Lord Advocate is supported in her functions by the Solicitor General for Scotland, who is also a Minister in the Scottish Government.

The Solicitor General supports the Lord Advocate in the exercise of the Lord Advocate’s functions, and may exercise, as required, their statutory and common law powers. Role of Private Office Private Office acts as a channel for information between government Ministers and government officials and are responsible for providing organisational and logistical support to Ministers, as well as conveying the views of Ministers to the wider organisation, and requesting advice and briefing on their behalf. The Law Officers’ Private Office staff require to have strong working relationships with the Law Officers (the Solicitor General and the Lord Advocate) and government officials.

They also require to be responsive to working in a demanding and fast-paced office, managing high profile government and Crown Office and Procurator Fiscal Service (COPFS) issues. The Diary Secretary requires to be a highly-motivated, resilient, self-starter with excellent interpersonal skills, willing to deliver a robust and first-class Private Office service to the Law Officers.

Additional Information Following training and time to embed in the role, the successful candidate will take part in on-call evening and weekend rota as required. This attracts an on-call allowance and overtime in accordance with Scottish Government policy.
