Uncertainty Looms as Teacher Unions and Government Navigate Negotiations
As a directive given by the National Labour Commission for the Teacher Unions to Meet the Government and Negotiate within two weeks and report back in May, the Teacher Unions and government are said to meet on 23rd April Next Tuesday to Negotiate.

The Main concerns have to do with the demands for the teacher’s Allowance which includes

Assessment Allowance
Data and Online Teaching allowance
Deprived Area Allowance
Utility Subsidy allowance
Transport allowance
Rent/ Housing allowance
The Teacher Unions have already sent a strong warning to the Government should they continue to negotiate in Bad faith.
Will Strike Be called? On the Issue of Strikes, the Teacher Unions have said, that strikes and demonstrations are still within their scope and labor practice, and when they get there they will cross.

No extra Allowance for the Inside Story on teachers’ Negotiations so far
The Teacher Unions convened with the National Labour Commission (NLC) today, April 17, 2024. The meeting included representatives from the government, making it a tripartite discussion.
Before this, teachers had initiated a strike following unsuccessful attempts to secure approval for a newly drafted collective agreement and address their demands. Eventually, the Union had to call off the strike due to pressure from both the government and the NLC. One of the Directives from the NLC mandated negotiations with the government regarding certain monetary demands.

Initially, the Government team had adjourned the meeting to meet with the Ministry of Finance to obtain a mandate for negotiating the allowance demands.
Subsequent meetings, scheduled for April 15 and 16, were postponed by the government team citing a lack of mandate to address the allowance demands.
However, following the NLC’s directive, both parties convened on April 17th, 2024. Despite initial reluctance, the government was compelled to discuss.
According to an inside source, the government cited IMF conditionalities as prohibiting any increase in allowances.
Instead, they proposed increasing the CPD allowance,
National Labour Commission NLC and the Teacher Unions rejected it outright
Anticipating this outcome, the Teacher Unions had issued a prior warning, thus on 15th April 2024 not to be blamed for any action taken. They saw where it was heading, The two-week adjournment aims to prompt the government to reconsider its stance.
The Teacher Unions remain steadfast in their commitment to their members’ welfare.
Despite criticisms of the strategy not to communicate unconfirmed negotiations as potentially detrimental labour practice, the union leaders find themselves somewhat constrained in their response.
