The Youth Employment Agency (YEA), in collaboration with the Ministry of Labour, Jobs and Employment and GIZ, is proud to announce the launch of the Work Abroad Programme, a transformative initiative designed to provide young Ghanaians with access to international job opportunities, enabling them to gain valuable experience, build brighter futures, and contribute to the global workforce. This programme is part of the government’s broader strategy to address illegal migration and brain drain, particularly among skilled professionals such as teachers, nurses, engineers, bankers, and artisans, who often leave the country through unofficial channels, sometimes rendering their qualifications unusable abroad.

YEA Job Abroad Programme: Opportunities for Ghanaians to Work Abroad
The YEA Job Abroad Programme is an initiative designed to provide Ghanaians with opportunities to work abroad while ensuring their rights, safety, and well-being are protected. The programme was officially launched with the presence of key stakeholders, including:
- Malik Basintale, CEO of YEA
- Representative of the Ga Mantse
- The Minister for Labour, Employment, and Job Creation
This initiative is made possible through partnerships with organizations such as the European Union and GIZ.
Addressing Brain Drain
The programme aims to tackle the issue of brain drain by ensuring that workers who go abroad will return with valuable skills and experiences. The motto of the programme is:
“When Workers Go, They Shall Return.”

The YEA Job Abroad Programme focuses on providing opportunities in the following sectors:

Opportunities in Romania
For Ghanaian workers selected to work in Romania, the following provisions will be made:
- Accommodation: Workers will be housed with a maximum of 2 people per room.
- Feeding: Meals will be provided.
- Security: The safety and security of workers will be ensured.
- Transportation: Workers will be transported directly from the airport to their accommodations.
Programme Structure
- First Batch: 200 candidates will be selected for the initial phase.
- Training: Candidates will undergo brief but comprehensive training at well-equipped training centers.
- Certification: Workers will receive certificates upon completion of their training.
- Working Hours: Workers will work for a maximum of 6 hours per day.
- Monitoring: All workers will be closely monitored to ensure their rights are protected.
Government Oversight and Bilateral Agreements
- The Ghanaian government will sign bilateral agreements with companies abroad to ensure fair treatment and protection of workers’ rights.
- A transparent selection process will be implemented to ensure fairness and equal opportunity for all applicants.
Cultural Integration
To help Ghanaians integrate seamlessly into their new work environments, the programme will include:
- Cultural Training: Workers will be trained on the culture and ways of life of the host country.
- Sector-Specific Training: Additional training will be provided by sector workers to ensure smooth integration.
Inspiring Story: Sadat Fussein
Sadat Fussein, a young Ghanaian, recently made headlines for his honesty and integrity. He found a large sum of money belonging to a prominent individual and returned it. As a reward for his exemplary behavior, Sadat will be the first beneficiary of the YEA Job Abroad Programme.
Additionally, arrangements are being made for him to meet the Chief Imam as a gesture of recognition for his moral character.

Addressing Brain Drain and Illegal Migration:
The Work Abroad Programme comes at a critical time when many skilled Ghanaians, including teachers, nurses, engineers, and bankers, are leaving the country through unofficial means, often risking their safety and the validity of their qualifications. This programme seeks to:
- Provide legal and structured pathways for professionals and artisans to work abroad.
- Reduce the trend of illegal migration and brain drain.
- Ensure that Ghanaians working abroad are treated fairly and can fully utilize their skills and certifications.
Prez. Mahama’s Proposal for Nurses and Other Professionals:
President John Mahama has proposed the establishment of a dedicated unit within the Ministry of Employment to recruit and deploy qualified Ghanaian professionals, including nurses, teachers, engineers, and artisans, to work abroad on fixed-term contracts. This unit will:
- Ensure that professionals meet the required standards for international employment.
- Facilitate agreements with other countries to deploy Ghanaian workers in sectors experiencing shortages, such as healthcare, education, and engineering.
- Increase the production of skilled workers in Ghana while creating opportunities for them to gain international experience.
Mahama emphasized, “We want to increase the production of health workers, teachers, and other professionals. We will employ as many as we can within the country, while also signing agreements with other nations to deploy our skilled workers on fixed contracts. This will not only provide employment opportunities but also address global shortages in key sectors.”
