Major Reforms and Changes in Teacher Professional Development Unveiled

“Breaking News: Major Reforms and Changes in Teacher Professional Development Unveiled!”

Major Reforms and Changes in Teacher Professional Development Unveiled! In a groundbreaking move, significant changes have been introduced to the landscape of Teacher Continuous Professional Development (CPD). Following a series of crucial meetings between the National Teaching Council (NTC), Ghana Education Service (GES), and leading Teacher Unions including GNAT, NAGRAT, and CCT-GH, a comprehensive plan has been outlined to reshape CPD programs and alleviate the challenges faced by educators.

The outcome of the final meeting, held on July 13, 2023, brings forth a host of strategic decisions that promise to revolutionize the way teachers engage in their professional development journey:

Diverse CPD Categories:

CPD programs will be restructured into four distinct categories, each catering to specific development needs:

PLCs (Professional Learning Communities) –
National CPD Days
Targeted and Specialised CPDs
Recommended or Self-Initiated CPDs

Streamlined Requirements:

A groundbreaking requirement mandates that all teachers, regardless of their position, participate in seven(7) CPDs per year. Additionally, teachers must partake in a minimum of eight(8) PLCs per term to accumulate a total of twenty (20) CPD pointsCPD Points to be revised to 20 Points for all Ranks – NTC Teachers and Stakeholders meeting Outcome

Strategic Point Allocation:

The twenty CPD points for the year will be sourced from the aforementioned categories, with the following allocation:

PLCs:

PLC 6 points (Provided free of charge by the employer)

National CPD days: 6 points (Cost borne by the employee at a subsidized rate)

Targeted and Specialised CPDs: 4 points (Provided by CPD Service Providers at a fee)

Recommended or Self-Initiated CPDs: 4 points (Usually free and facilitated by partners like Unions, World Bank, UNICEF, and NGOs)

Implementation and Transition:

Teachers who have already accumulated points will see them spread over a three-year period as Self-Initiated and Specialised CPDs. However, all teachers are expected to actively participate in PLCs and National CPD days.

Cost Distribution: The responsibility for covering CPD expenses has been meticulously outlined:

The employer bears the cost of organizing all PLCs.

Employees will pay a subsidized rate of GHC150.00 for the three National CPD days trainings.

The cost of two Targeted or Specialised CPDs will be shouldered by employees.

The cost of Recommended or Self-Initiated CPDs varies based on the facilitating organization.

With this transformative framework, the education sector anticipates a renewed commitment to continuous professional growth. The shift towards diversified CPD categories, coupled with streamlined point systems and cost-sharing strategies, sets the stage for a more holistic and accessible development journey for teachers.
