The Single Spine Pay Policy (SSPP) is the Government of Ghana’solicy for pay administration for public service institutions identified under Article 190 of the 1992 Constitution of Ghana to restore equity and transparency in public service pay administration. Ghana’s single spine pay policy (SSPP) was introduced as an attempt to establish and administer compensation for public service workers with comparable qualifications and experiences taking into account the different tasks they perform (Ghana Business & Finance, 2011).

The components of the policy include the following:

25-level salary and grade structures
Harmonized and standardized allowances
Market premium for scarce and critical skills
Inducement for jobholders in under-served areas
Performance Management

Single Spine Salary Structure for Public Sector Workers / GES First Tranche 23 % Calculation in Ghana

The SSPP covers all public sector employees listed in Article 190 of the 1992 Constitution of the Republic of Ghana.

List of Institutions Covered Under the Single Spine Salary Structure:

  1. Civil Service
  2. Judicial Service
  3. Audit Service
  4. Ghana Education Service Single Spine Salary Structure for Public Sector Workers / GES 
  5. Ghana Health Service
  6. Parliamentary Service
  7. National Fire Service Ghana National Fire Service Salary and Training Allowance 
  8. Ghana Revenue Authority. Ghana Revenue Authority (GRA) Salary Structure
  9. Local Government Service
  10. Police Service Ghana Police Recruits Training Allowance and Salary
  11. Prisons Service SALARY OF GHANA PRISON SERVICE 
  12. Non-profit public corporations’ workers
  13. Statutory public services (excluding services like Parliament)

Public Office Holders Excluded from the Single Spine Salary Structure are:

  1. Military personnel . Ghana Armed Forces Training Allowances, Salary and Ranks 
  2. Public officials covered by Article 71 of the 1992 Constitution, including:
    • President
    • Vice President
    • Chairman and Members of the Council of State
    • Speaker, Deputy Speakers, and Members of Parliament
    • Ministers of State and their Deputies
    • Chief Justice and other justices of the Superior Court
    • Chairman and Deputy Chairman of the Electoral Commission, among others.
