2024 Collective Agreement Between Government and Teachers

Teachers are currently on strike due to the Government’s failure to meet their demands, JUST IN- Teacher Unions Declare Indefinite Strike Details

Below is the outcome of the Teacher Unions NEC Meeting in 2023, which suggests the New Draft Proposal of the Collective Agreement has been made and sent to the FWSC.

Details of the Collective Agreement are not shared with teachers, the reason unknown, but from the strike and reasons that the Unions gave all boils down to the following.

New  Items shared from the New Collective Agreement Include;

CPD allowance request

Deprive Area Allowance

Teaching/Assessment Allowance

Housing/Rent Allowance

Transport/Commuting Allowance

Utility Subsidy

1. The existing Conditions of Service for Teachers in the Pre-Tertiary Education Sector expired
in August 2023.

2. Negotiations for new Conditions of Service have commenced.

3. All Teachers should be rest assured that their interests will be jealously guarded and
protected.

New draft proposal of Collective Agreement and Housing Scheme for Members; GNAT NEC Meeting Update

The National Council of the Ghana National Association of Teachers (GNAT) held its 2023 annual meeting and issued the following communique:

1. Distribution of the TM Laptops:

Council accepts, that the distribution of the TM Laptops is being done. In this vein, the Council tasks the Leadership of the Association to work around the clock, to ensure that the distribution is expedited, and all teachers due, get the laptops, to ensure fairness and peace on our front.

2. Refund of the GHe44.55:

Council admonishes the Leadership of the Association, to ensure that the two (2) installment refund arrangements – i.e. October, and November 2023, are strictly adhered to, to avert any instability on our front.

3. Promotions:

Council accepts that:

the placement of all successful candidates on their actual levels and salaries is being done
the arrears of such successful candidates would be calculated retrospectively from June 2023, and paid to them, duly

the next aptitude test for promotions will be written, in early 2024, and urges the GES to follow the arrangements above strictly, to ensure tranquillity on our front.

4. Promotion of generic teachers in the TVET Schools:

Council hereby tasks the Teacher Unions to take up the issue with the Director Generals of both the Ghana Education Service (GES) and the Technical and Vocational Education and Training (TVET), as a matter of concern, to ensure peace on our front.

5. Collective Bargaining Agreement (CBA):

Council accepts the submission of the draft proposal of a revised Collective Agreement (CA) to the Fair Wages and Salaries Commission (FWSC) and urges Vocational Education and Training (TVET), as a matter of concern, to ensure peace on our front.

5. Collective Bargaining Agreement (CBA):

The Council accepts the submission of the draft proposal of a revised Collective Agreement (CA) to the Fair Wages and Salaries Commission (FWSC) and urges the Leadership of the Association to enter into negotiations with the FWSC and the other concerned parties soonest and obtain realistic and better outcomes for our
members, to avert disturbances on our front.

6. Scheme of Service:

Council accepts the submission of the new proposed Scheme of Service to the Ghana Education Service (GES) for consideration and approval and looks forward to the GES doing so soonest, to engender peace and tranquillity on our front.

7. The GNAT Provident Fund:

The Council encourages every member of GNAT to join the Fund, and further tas Council members to ensure that all members join the Fund, so all (members) will enjoy the benefits associated with Tier-3. Council again tasks the Leadership of GNAT to take all necessary steps to register all members onto the Scheme.

8. Souvenirs for members:

The Council accepts the institution of the annual distribution of GNAT Souvenirs members, effective 2024, and endorses it accordingly.

9. Creation of new GNAT Districts:

Council accepts the creation of the nine (9) new GNAT districts to augment the existing ones, and endorses it, accordingly.

Council further urges Management to expedite the opening of the Secretariats in the said new districts, to ensure that the Association meets its members at their doorsteps with its programs and activities, as envisaged.

10. The ILO Convention 190:

The Council entreats the Leadership of GNAT to continue to call on the Government
of Ghana to ratify the ILO Convention 190, to recognize the right of everyone,
including Ghanaian teachers, to a world of work, free from all forms of violence,
harassment, and gender-based violence.

11. Teachers Fund Contribution:

The council accepts the upward revision of the minimum contribution of GH¢S50.00 to
the Fund, to GH¢ 100.00, effective January 2024, and endorses it, accordingly.

12. Guarantors for Teachers Fund Loans:

Council accepts the introduction of the guarantor system as a conditionality for accessing Teachers Fund loans, and endorses it, accordingly.

13. Housing Scheme for Members:

The council accepts the Teachers Fund finalizing arrangements with a reputable Company to initiate a new housing scheme for members and entreats to get a realistic and good deal for them (members).

Our teacher unions don’t know the exact needs of their members. Car allowances are not being paid but these leaders are relaxed as if everything is cool with teachers. You have nothing good for us.
